Course Overview
This one-day, hands-on training course provides participants with the knowledge and skills required to become an EPA-certified Renovator under the Renovation, Repair, and Painting (RRP) Rule (40 CFR Part 745). Designed for contractors, remodelers, painters, and maintenance professionals who work in pre-1978 housing and child-occupied facilities, this course satisfies the EPA’s mandatory training requirement for individual Renovator certification.

Course Objectives
Upon successful completion of this course, participants will be able to:
- Explain the purpose, scope, and applicability of the EPA RRP Rule
- Identify lead-based paint hazards and understand the health risks associated with lead exposure
- Describe the roles and responsibilities of certified firms and certified renovators
- Conduct pre-renovation education activities, including distribution of the Renovate Right pamphlet
- Perform lead paint testing using EPA-recognized test kits
- Set up and maintain proper containment to prevent the spread of lead dust
- Implement required work practice standards during renovation activities
- Conduct post-renovation cleaning and perform cleaning verification procedures
- Complete required recordkeeping and documentation in compliance with RRP regulations
Course Content
Module 1 – Introduction to Lead and the RRP Rule Overview of lead-based paint hazards, health effects, regulatory history, and the scope of the RRP Rule including covered activities and exemptions.
Module 2 – Roles and Responsibilities Certified firm requirements, certified renovator duties, on-the-job responsibilities, and the use of trained workers.
Module 3 – Pre-Renovation Requirements Owner and occupant notification, distribution of the Renovate Right pamphlet, and documentation requirements.
Module 4 – Lead Paint Testing Use of EPA-recognized test kits, interpreting results, and understanding when testing can reduce the scope of required work practices.
Module 5 – Work Practice Standards Containment setup, prohibited practices, interior and exterior work practices, waste handling, and site cleaning.
Module 6 – Cleaning Verification and Post-Renovation Visual inspection, cleaning verification procedures using wet disposable cleaning cloths, and final documentation.
Module 7 – Recordkeeping Required records, retention periods, and documentation best practices for regulatory compliance.
Module 8 – Hands-On Skills Assessment Practical exercises covering containment setup, test kit use, and cleaning verification — required by EPA for initial certification.

Certification & Credentials
Upon passing the course assessment, participants will receive:
- A certificate of course completion from an EPA-accredited training provider
- Eligibility to apply for EPA Renovator certification (or state certification in EPA-authorized states)
- Certification is valid for 5 years, after which a Refresher course is required to maintain active status
Note: Individual Renovator certification is separate from Firm certification. Companies performing RRP-covered work must also apply for EPA Firm certification through the agency’s e-CDX portal.
Prerequisites
No prior experience with lead-based paint regulations is required. This course is designed for first-time participants. Individuals seeking to renew an expired or expiring certification should enroll in the RRP Renovator Refresher course instead.
Regulatory Authority
This training program is accredited by the U.S. Environmental Protection Agency (EPA) under 40 CFR Part 745, Subpart E, and meets all requirements for initial Renovator certification under the Lead-Based Paint Renovation, Repair, and Painting Rule.
